On Friday last brigade orders were issued calling into actual service the following force, viz. from the 54th regiment, 1 lieutenant-colonel, 2 majors, 8 captains, 8 lieutenants, 8 ensigns, 500 non-commissioned officers and soldiers, together with the cavalry, artillery and volunteer companies attached to that regiment. From the 7th regiment, 1 major, 4 captains, 4 lieutenants, 4 ensigns, and 200 non-comissioned officers and soldiers, with the cavalry and volunteer corps attached to that regiment, the whole making about 1,200 men. These and the troops from Richmond and Petersburg, make a force of about 1,600 men, the whole under the command of brigadier-general Mathews. It has not been judged expedient to order more men into actual service at present. The remainder of the 7th regiment, with the regiments of Princess Anne and Nansemond, are held to march at a moment's warning.

Havover Voluteers--There were four volunteer corps from Havover, of the 74th Regiment, commanded by captain Wm. White, John Thornton, Jr., Nicholas Davis, and Edmuch Godwin--Major Thomas Starke, commander. They received orders on Monday last to meet at the Merry Oaks, in Hanover; on the Tuesday following they arrived in Richmond, and were discharged on Thursday, with orders to hold themselves in readiness to march at a moment's notice. Col. Mayo, commander of the regt.
We are authorized to state, that in consequence of the information received that the British squadron had departed from Hampton Roads, and had taken a station off the Capes, the Executive have suspended the march to Hampton of the 500 militia, ordered out from General White;s brigade. They have been permitted to return to their respective homes, with orders to hold themselves in readiness to take the field at a moment's warning. The two corps of infantry and the troop of cavalry, already stationed at Hampton, will be continued.
We are moreover authorized to state, that in consequence of the above information, that the militia already called into service from his brigade, aided by the Cavalry from Richmond and Petersburg, will be amply sufficient to repel any attack, that can be made by any force that can be spared from the British squadron, the detachments of infantry from this place and Petersburg will be discharged. Major Ambler, under whose orders they marched to Norfolk, will be authorized to charter one or more vessels for the use of those under his command who may think propert to avail themselves of that conveyance. All the other forces under General Mathews at Norfolk, will be continued, until we shall have substantial evidence of a change of disposition on the part of the British squadron.

In a part of our impression of Monday, we noticed that orders had been received for disbanding the troops under General Mathews, with the exception of Captain Taylor's Cavalry, Captain Nestle's Artillery, a company of Princess Anne Militia. These orders were announced upon parade on Monday evening, and the troops accordingly dismissed.
We confess that we can perceive no reason for disbanding the troops now, if they will ever be neccessary. It is our opinion that troops that are to be calculated upon when wanted, will require some time for discipline. With respect to the force sufficient to protect this place, as stated in the Governor's letter, vix.
"The Cybelle Franch frigate, the Chesapeake, sixteen Gun Boats, and Forts Nelson and Norfolk," we must be permitted to make a few remarks.
The French frigate, will, no doubt, defend herself when attacked, but we do not exactly perceive how she is to be accounted as a part of our force, nor are we solicious to seek foreign aid, before we have tried our own strength. If we are to be involved in war, we trust our country will rely on its own strength, and its own resources, which are competent, if once put forth.
I a crisis like the present, we think that all subordinate differences should cease; at the same time it does not follow that we are bound to shut our eyes, or be silent on all measures. We have hinted our objection to calculating on foreign aid. From Fort Nelson and the Chesapeake we have a right to calculate upon every thing being done which is possible. We should like to know, what calculation the government can make on Fort Norfolk. OUr government relies too much on the volunteer system, for both men and money. We do not mean to dilate on this subject at present, but we are persuaded that there is not three men of understanding in this part of the country, who would rely on that system of defense. We have had a short but satisfactory lesson on this subject. The sixteen Gun Boats would, no doubt, be a considerable acquisition. But where we ask are they?

August 5, 1807---Yesterday the officers of the 54th regiment, convened and agreed unanimously upon an address to General Mathews, expressive of their approbation of his conduct during his late command. We have heretofore abstained from making any observations upon the severe, indeed illiberal attacks that have been made upon the general. These attacks proceeded from persons who judged without giving themselves the trouble to enquire into facts. We speak with confidence when we say, that the general's conduct upon the late occasion, will stand the most rigid investigation.

Fire in Portsmouth--At about half past 7 o'clock on Friday evening, a saw-mill situated near the Wood Dick, belonging to Johnson, Walton & Co. took fire, and together with several sheds, kitchens, and other out-houses was destroyed. The fire not being entirely extinguished, broke out again at about 12 o'clock, and some six or seven tenements, including the Raccoon Hotel, were soom burned to the ground. There was no insurance on the mill, which had not been in operation for several years. The buildings were occupied principally as groceries and boarding houses, by Capt. Daniel Albert Mathews, ____ Hudgins, W. B. Mathews, John S. Thomason, and Joseph Featherston. Two of the houses were owned by W. B. Allmand and E. Mathews, the former being insured for $700 and the latter for $600 in the Portsmouth Company. The old Raccoon Hotel belonged to Mr. Robert Dickson, and was insured in the Mutual Office for $400........
